Dr. Bilal Ali, DHA, M.S., LCPC, LCAD-C AS
President of CMDS' Residential Programs


Dr. Bilal Ali was promoted in July 2021 to president of CMDS' residential programs, where he is responsible for all clinical, programmatical, operational, and fiscal matters at Fayette House -- the name of CMDS' residential treatment facility. He joined CMDS in 2019 as executive director.

Born, raised, and educated in Baltimore, Dr. Ali has more than 20 years of experience in the healthcare industry, specializing in the fields of mental health and substance use disorders. He earned a Bachelor of Arts degree in Psychology from the University of Baltimore, a Masters in Psychology at Coppin State University, and a Doctorate from the University of Virginia Lynchburg in Healthcare Administration. He has dual licenses as a Licensed Clinical Professional Counselor (LCPC) and as a Licensed Clinical Alcohol and Drug-Counselor (LCAD-C). Dr. Ali also earned a lay community health education certificate from Johns Hopkins University. He is a Board-approved supervisor by a board of professional counselors and therapists.

Prior to joining CMDS, Dr. Ali served as a community liaison and coordinator for the Office of the State's Attorney for Baltimore City and sits on the board of several Baltimore-based nonprofit organizations, including Empowering Minds of our Youth, Inc.; Code of the Schools; and New Vision Youth Services. In February 2017, Maryland Governor, Larry Hogan, appointed him to the Maryland House of Delegates (41st District) and was elected to serve a second term on the Maryland State Democratic Central Committee.

Dr. Ali has a long record of service to the community, including organizing and sponsoring pre-Thanksgiving dinners for the homeless and leading back-to-school drives for the community. "Putting People Before Politics" is a mantra he lives by.
